AIM categorized all 374 effective vaccine-related bills into 16 primary themes that are described further in this report. In order of frequency, those themes were Requirements/Exemptions (102 bills), Federal Government Response [Advisory Committee on Immunization Practices (ACIP) Decoupling] (40 bills), Vaccine Communications (37 bills), Anti- Discrimination (30 bills), Vaccine Cost (28 bills), Death Certificates (20 bills), Vaccine Safety/Investigation (20 bills), Immunization Information Systems (IIS) and Vaccine Data (20 bills), Ability to Vaccinate [Provider Scope of Practice] (18 bills), mRNA Vaccines (17 bills), Access/Disparities (16 bills), Liability/Lawsuits (7 bills), Public Health Authority (7 bills), Vaccine Consent (6 bills), Blood/Organ Donation (3 bills), and Other (3 bills).
The AIM policy and government relations team helps immunization programs respond (when permissible) to proposed vaccine-related policy in their jurisdiction. As a part of this process, AIM staff monitor and track all state bills and resolutions that collectively shape how vaccines are recommended, financed, delivered, required, monitored, documented, and communicated. These are summarized in “Legislative Round-ups” during the legislative season and compiled annually.
