Indiana: Transforming Measurement & Improvement (M&I) Results

Strategy

To achieve accurate, timely, and high-quality data, Indiana’s immunization program revitalized their partnership with their immunization information system (IIS) vendor, SCThealth, and the American Immunization Registry Association (AIRA). This partnership allowed Indiana to tailor their data strategy which in turn improved their quality data. 

Challenge

Despite diligent efforts by Indiana’s IIS staff, there were noticeable gaps in data quality and alignment with national standards. Observing that other STChealth customers were achieving better results using the same platform, the disparity was a call to action for the state’s immunization program manager. A new approach was needed that could leverage external expertise and foster collaboration.

Solution

Achieving validation in Measurement and Improvement (M&I) has required Indiana and STChealth to develop strategic collaboration and innovative solutions. The collaboration began at the AIRA 2024 National Meeting in Orlando, where Indiana participated in an on-site aggregate analysis reporting tool (AART) clinic. STChealth was also in attendance during this clinic and provided a deep dive into actionable strategies tailored to Indiana’s unique needs. 

One of the first steps in this collaborative journey was the development of a comprehensive AART matrix. This matrix detailed a road map that identified specific areas where improvements could be made. STChealth developed action steps for each M&I content area and result, pinpointing whether the responsibility for enhancement lay with STChealth or Indiana. This clear delineation of roles was crucial in ensuring that efforts were targeted and efficient. 

Outcome

The implementation phase saw rigorous tracking of changes and outcomes. By June 2024, Indiana’s Quarter 2 report showcased the state was now passing 25 out of 27 measures in Data Quality Incoming/Ongoing, up from 23 in the first quarter. The focus now is on sustaining these improvements and exploring new areas for enhancement. By maintaining a commitment to data quality and leveraging the strengths of partnerships, Indiana and STChealth are well positioned to continue making strides.
